Abstract

The objective of this study was to propose a Reference Framework for risk management in food  supply chains in risk scenarios of shortage of  supplies. It was assumed that the COVID-19  pandemic demands the application of risk  management in food chains. Thus, through
qualitative research based on the theoretical framework related to this theme, a Reference Framework for risk management in the context
of food chains was created. We sought to demonstrate how this Framework is presented as a useful tool to deal with health crises such as COVID-19. It was noted that due to the food security risk in terms of volume and also due to the risk related to food safety in this scenario of the COVID-19 pandemic, safety in food production becomes a very important topic on the agenda Brazilian agribusiness, considering that the country is the third largest exporter in the world, constituting a major player in this market. It was demonstrated that a Reference Framework can be used as a management tool to mitigate risks in food supply chain management. The example of operationalization of the Reference Framework presented in this work demonstrates the applicability of this management tool. It was demonstrated through a level change method how the degree of risk will be assessed and will serve as an indicator for risk management.
