Solid waste and public politics: reflections concerning a proposal of social inclusion

Abstract

In this assay it is presented a revision of the concepts of sustainable development, social exclusion and public politics. The objective of this is to develop a joint between them in way to consider an outlet for the social-environment problem that local governments have lived in virtue of the growth of the unemployment level generated for the productive reorganization and reorientation of market lived in last years and of also the increasing increase of solid waste that are generated daily in virtue of the ideology of the consumption promoted for the economy of market. In way to this, the urban solid waste management lined up the action of the State – way public politics – it is presented as alternative viable. The formation of garbage pickers’ cooperative with the support of city halls consist, therefore, in a valuable instrument of social inclusion and environment management in the measure where they generate income, preserves the environment and demonstrates one another form of rationality in its proposal of management.
